Dans un café arabe de Villeneuve, dans la banlieue lilloise, l'inspecteur Mendès sauve son indic, Younès, d'un mauvais sort, en déclenchant une bagarre grotesque après avoir proféré un chapelet d'insultes racistes. Le lendemain, ils défient la commissaire Esther Lafarge et le commandant Sally Marinelli, de la police des polices, chargées d'enquêter sur la mort suspecte d'un autre indic. Follement admirée par Sally, mise au placard pour voyeurisme, elle a sa propre méthode pour faire parler la veuve de l'indic, tout comme elle ne peut aimer son mari qu'en faisant l'amour à coups de marteau...
