Dans une vaste cité de glace tenue par un gouvernement militaire, Matthew, jeune homme issu des quartiers pauvres, tente de subvenir aux besoins de son père malade. Poussé par les circonstances, il rejoint à contrecœur la Ligue, une bande de voleurs aux aspirations révolutionnaires. Un soir alors qu'il tente de pénétrer dans la demeure d'un riche aristocrate, il tombe nez à nez avec leur fille, Alice. Alors que tout semble les opposer, ils tombent éperdument amoureux. Mais tous deux ignorent que leur idylle est en danger : les parents d'Alice tentent de la marier de force au Général de la ville, lequel a pour ambition d'éradiquer la Ligue dont Matthew fait partie...
