Paul Madvig, politicien arrogant et sans scrupules, se fait gifler en public par Janet, la fille de Ralph Henry, l'un de ses rivaux. Piqué au vif, il change ses plans, lâche son ancien allié, le gangster Nick Varna, et prend contact avec Ralph Henry, à qui il propose une association. Il espère faire d'une pierre deux coups : remporter les élections et séduire Janet, qu'il aime en vain. Mais voilà que le fils de Henry est retrouvé mort, assassiné. Madvig est rapidement soupçonné..
